By 2030, the Ministry of Finance will transform the way to serve people and enterprises in line with the Government's digital transformation roadmap, focus on reducing costs, increasing enterprise productivity, facilitating and bringing satisfaction to help people and enterprises participate more in the activities of the Ministry of Finance to jointly create values, benefits, satisfaction, trust and social consensus. The Ministry of Finance will transform how to organize, operate and work effectively in the digital environment so that officials and employees can best perform their duties.

On July 27, 2022, the Minister of Finance signed Decision No. 1484/QD-BTC on promulgating the Digital Transformation Plan of the Ministry of Finance to 2025, orientation to 2030. This Decision replaces Decision No. 1874/QD-BTC dated November 27, 2020 of the Ministry of Finance on promulgating the action plan of the Ministry of Finance to implement Decision No. 749/QD-TTg dated June 3, 2020 approving the National Digital Transformation Program up to 2025, orientation to 2030.

Accordingly, by 2025, the Ministry of Finance is going to determine to cut, restructure, simplify, standardize and unify administrative procedures; provide new services on the principle of ensuring service quality, reducing costs, increasing social labor productivity in a proactive and timely manner to meet the needs of society.

People and enterprises can use digital services according to their personalization needs, throughout their lives, when needed, in a convenient way, online or in person, easily, simply, quickly, without paper and without requiring physical presence if not required by law. 

Some specific indicators: 100% of administrative procedures eligible under the law are provided in the form of 4th level online public services; 100% of online public services are designed and redesigned to optimize the user experience. When people and enterprises use the services, forms are pre-filled with the maximum information and data that users have previously provided under agreements or collected and shared in accordance with quality standards; 100% of transactions on the Public Service Portal and the Ministry of Finance's electronic one-stop information system are electronically authenticated, except for services requiring mandatory presence as prescribed by law; The Public Service Portal and the Ministry of Finance's electronic one-stop information system are connected and share data with the National Public Service Portal; Integrating 100% of popular online public services at 3rd and 4th levels that related to many people and enterprises will be integrated into the National Public Service Portal;...

 The Ministry of Finance designs an organizational model, a way of operating based on data and digital technology that creates a working environment and working tools so that officials and employees can best perform their duties, connect and cooperate with each other more easily, make timely decisions, issue better policies, use resources more optimally. Officials and employees are trained and fostered skills in analyzing and exploiting data and digital technology, capable of creating development, leading digital transformation in each industry, field, and locality.

People, enterprises and other organizations can easily contribute ideas to the activities of the Ministry of Finance, reflect on relevant social issues around them to state agencies and receive feedback on their participation and participation results.
