The General Department of Taxation is assigned to organize integrating and providing information verification service on people identity card numbers (9 digits) with citizen identity card on the National Public Service Portal and Taxation Database in order to verify taxpayers’ information in administrative procedures settlement in taxation field; Connecting and sharing data between the national database on population and the taxation database; Providing services on tax registration for the first time, registering for changes in tax registration information applicable to taxpayers being households and individuals.

According to the Decision No. 107/QD-BTC dated January 28, 2022 on implementation of the Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister, the plan for service is as follows:

- January 2022: integrating and providing information verification service on people identity card numbers (9 digits) with citizen identity card on the National Public Service Portal and Taxation Database in order to verify taxpayers’ information in administrative procedures settlement in taxation field;

- March 2022: Connecting and sharing data between the national database on population and the taxation database;

- May 2022: Providing services on tax registration for the first time, registering for changes in tax registration information applicable to taxpayers being households and individuals.

According to the General Department of Taxation (GDT), in order to implement the above decisions, from January 2022, GDT has coordinated with the Ministry of Public Security and the Government Office to discuss and agree on information exchange services provided by the Ministry of Public Security and developing technical requirements on connecting and sharing data between the national database on population and the taxation database, and at the same time, GDT has also developed services on tax registration for the first time, registering for changes in tax registration information applicable to taxpayers being households and individuals.

The General Department of Taxation has connected and exploited 3 services from the national database on population provided by the Ministry of Public Security, including:

- Certification of personal identification numbers and identity cards: tax authorities send citizen identification information, identity card, full name; the Police Department for Administrative Management of Social Order (C06), after receiving, shall respond with correct and incorrect information.

- Certification of household information: tax authorities send information on identification number, birth date, full name of householder, and information on household members; the Police Department for Administrative Management of Social Order (C06), after receiving, shall respond with correct and incorrect information.

- Sharing citizen information via a connection channel with the Government Office (national document exchanging axis): tax authorities send citizen identity card number or people identity card number, full name, date of birth; the Police Department for Administrative Management of Social Order (C06) will send back 20 fields of personal information.

In order to implement the above 3 services, the General Department of Taxation has designed technical infrastructure, communication channels, checked information safety and security, and built API services. By February 19, 2022, the General Department of Taxation and units under the Ministry of Public Security, including: Police Department for Administrative Management of Social Order (C06) and the Department of Network Security and High-tech Criminal Prevention and Fighting (A05) have coordinated to complete the deployment on testing environment, scanned information security vulnerabilities to ensure safety and security for official deployment on official environment.

By February 14, 2022, the General Department of Taxation has completed the construction of 2 services on tax registration for the first time and registering for changes in tax registration information applicable to individual taxpayers on the National Public Service Portal, has coordinated with the Ministry of Public Security to test these 02 services.

Afternoon of February 15, 2022, the working group of the Ministry of Public Security has checked information security and safety with services on official environment and concluded pass the connection requirements for deployment.

On February 23, 2022, the working groups of the Ministry of Public Security and the Ministry of Information and Communications worked directly with the General Department of Taxation to exchange a preliminary assessment on GDT’s current IT condition and technical connection with the Ministry of Public Security. On that basis, on March 25, 2022, GDT has completed official technical implementation of 2 services namely granting tax codes to taxpayers and changing information on individual taxpayers on the National Public Service Portal. On May 16, 2022, the General Department of Taxation issued Official Letter No. 1604/TCT-KK on receiving and processing tax registration documents for the first time, changing tax registration information of non-business individuals through the National Public Service Portal connected to the national database on population, and send it to the taxation departments of provinces and centrally run cities for propaganda and dissemination to taxpayers who are non-business individuals to use those 2 services on the National Public Service Portal.

Up to now, the General Department of Taxation has received 346 applications for tax registration for the first time and 849 applications for changing tax registration information of non-business individuals through the National Public Service Portal.

The General Department of Taxation continues to consult with the Ministry of Public Security to finalize the contents of the decree regulating identification and electronic authentication developed by the Ministry of Public Security.

The General Department of Taxation keeps coordinating with the Police Department for Administrative Management of Social Order (C06) to deploy two more services as a basis for reviewing and standardizing tax registration information for the purpose of using citizen identification numbers as tax codes, including:

- Personal identification number suggestion service: the General Department of Taxation sends information about identity card number, full name, date of birth, year of birth, and gender; The Ministry of Public Security responds on the existence or non-existence of individual and attaches the personal identification number or citizen identification number in case of existing.

- Personal identification number suggestion service (without identity card number), the General Department of Taxation sends information about full name, date of birth, year of birth, gender, permanent address; the Ministry of Public Security responds with citizen information and personal identification number or citizen identity card number.

The General Department of Taxation has completed technical connection and tested it on testing environment of the General Department of Taxation and C06. The General Department of Taxation is completing the registration procedures for official use on deploying environment.
