The budget report management and exploitation program will be implemented nationwide from June 2022, after trial implementation at 30 provincial financial departments in 2021. The Program supports financial units at all levels in budget management and administration in accordance with current regulations.

Developed by the Technological Transfer and Technical Support Center (TSC), Department of Financial Informatics and Statistics, Ministry of Finance, the program aims to ensure the consistency and synchronization upon deploying IT applications in financial and budgetary management, improve financial management efficiency for preparation of account finalization reports and general financial statements. As from 2021 so far, the Technological Transfer and Technical Support Center has conducted trial implementation at 30 provincial financial departments across the country.

The budget report management and exploitation program is the only program deployed by the Ministry of Finance for local financial agencies, serving for account finalization. The program joins with the Treasure and Budget Management Information System (TABMIS), supports processes and operations related to the management, administration and settlement of the state budget for financial agencies at all levels. The program helps financial agencies exploit data from TABMIS and related systems such as state budget revenue collection information system (TCS) fully, quickly and accurately.

The program is integrated and developed on the basis of modern technology, automatically synchronizes electronic data from TABMIS according to the Circular No. 123/2014/TT-BTC dated August 27, 2014 on guiding the organization, operation and exploitation of TABMIS and Decision No. 04/QD-BTC dated January 4, 2012 on promulgating regulations on granting, managing and using of TABMIS login accounts, at the same time, updating with detailed data from the state budget revenue collection information system (TCS) according to the Decision No. 130/QD-BTC dated February 3, 2020 providing regulations on management, operation and exploitation of the financial digital data connection and sharing system. The program has also been updated with function of importing approved estimates of financial institutions to meet users’ requirements in particular.

As assessed by direct users, the program meets management requirements of financial agencies with 92 forms of compliance reports, 72 forms of general state budget finalization reports, 59 forms of expenditure finalization reports. Besides, clear grouped functions, available list of parameters for selection (budget relationship code, area code, treasury code) make it convenient for users in searching and exploiting data. It is recorded average of 800 to 1,000 visits per month in each province during trial implementation period.

To facilitate the program exploitation, the Technological Transfer and Technical Support Center maintains supporting users in various forms including via hotline, email, separate Zalo groups for users in each province,... In addition to supporting users to exploit the program effectively, the Technological Transfer and Technical Support Center records errors arising during implementation, continues analyze, assess, update the program functions to satisfy users’ requirements.

The budget report management and exploitation program has basically been completed and put into official operation, meeting functional, technical and connecting requirements. The program will be further developed to facilitate users and keep up with budgetary operation and management of financial agencies across the country.
